Howard specializes in all aspects of Retail Investment Sales and Land for the development of shopping centers and mixed-use retail and residential projects. He provides marketing, consulting, strategic planning, and development services for retail projects throughout the Mid-Atlantic region.


Howard has 40 years of experience in shopping center sales, acquisitions, development, finance, leasing, and management. He was the executive vice president and COO of a shopping center development company ranked nationally in the Top 50 and the largest in the metropolitan Washington, D.C. region.
Howard’s recent experience includes the sale of single assets and portfolios, land assemblage, urban retail, and mixed-use development, as well as the representation of institutional and private buyers and sellers in various transactions. Relevant experience includes the following:
Sold 25 shopping centers and one regional mall, totaling over five million square feet and valued at almost $1billion, and 310 acres of land for development, in 12 transactions.
Oversaw the acquisition of 16 shopping center properties and land for development, with direct responsibility for coordinating the budgets, design, development, and leasing. Directed leasing activity for a 35-center portfolio in Maryland, Virginia, and California, with responsibility for developing leasing proformas, negotiating lease buyouts, implementing re-merchandising strategies, and securing anchor and non-anchor tenants.
Completed transactions with and on behalf of Buchanan Partners, JBG, Saul Centers, Federal Realty Investment Trust, Regency Centers, Washington Real Estate Investment Trust, The Rappaport Companies, The Peterson Companies, LaSalle, Prudential, John Hancock, Citicorp, First Union, RREEF.


Howard received his J.D. from Brooklyn Law School and his B.B.A. in public accounting from City College of New York. He is a licensed Realtor in Maryland, Virginia and the District of Columbia.
